Annotation:
The article is devoted to the assessment of the effectiveness of the authorities, the prob- lems of measuring social efficiency. Application of citizens refers to an index of organiza- tional and technical level of the control system. Treatment of citizens to the authorities serve as a mechanism of "feedback". Analyzed complaints of citizens to the Administration of the Head of the Republic of Buryatia and the Government of the Republic of Buryatia for 2011-2015 years.
