The concept of "efficiency" is often used in economic science, it is widespread in public administration practice and often reflected in the reports of public and municipal authorities. A plenty of scientific works are devoted to the terms "efficiency" and "productivity", but up until now, there is no a consistent and generally accepted approach to understanding these concepts. The article provides a theoretical analysis of legal and scientific understanding of such terms as "productivity" and "efficiency" of national programs. In the article, we present our own understanding of the term "efficiency", which should be considered in two aspects ― economic and social ones.
