Regional Economic Development and Its Impact on Ensuring the Country's Technological Sovereignty: The Role of Universities

The article studies the possibilities of the region and specific measures to ensure the country's technological sovereignty in connection with the withdrawal of foreign suppliers of equipment, components, and chips from the Russian market due to the prompt solution of the problem of import substitution and the growth of labour productivity at the enterprises of the Astrakhan Oblast. It is shown that in the conditions of insufficient financial resources in the coming years representatives of the regional university community will play a major role in ensuring technological sovereignty and productivity growth in the region. The successful implementation of potential opportunities for improving the region's technological and economic development largely depends on the effectiveness of their efforts. In the context of Western sanctions policies, it is proposed for regional SMEs to realize their technological capabilities by implementing new developments based on R&D directly at enterprises with the support of scientists and regional innovators. The study also proposes specific ways to increase labour productivity in regional enterprises by implementing effective human resource management practices led by university professors and graduate students.
