Preferential Regimes as Institutions for Mitigating Development Disparities in the Russian Far East

Despite the strategic priority of special economic regime institutions (Advanced Special Economic Zone, Free Port of Vladivostok, Arctic Zone of the Russian Federation, Special Administrative Region) and the attraction of over 4.4 trillion rubles in investment, they have reached the limits of their effectiveness under the growing regional development disparities in the Russian Far East (FEFD). The article provides a comprehensive empirical analysis of the role of this institutional architecture in mitigating interregional inequality, using data from the 2024 annual report of AO Far East Development Corporation and Rosstat statistics for 2015–2025. Based on research findings we have provided a mathematical rationale for the transition to the "Single Preferential Regime" (SPR), being developed by the Ministry for the Development of the Russian Far East for implementation in 2027. The SPR is designed to standardize benefits, eliminate transaction costs, and scale synergies across the entire macroregion, which, according to forecasts, will ensure accelerated mitigation of disparities and transition to inclusive growth.
