Annotation:
The article deals with the essence of municipal activity as a target for sustainable development management in the context of localizing the sustainable development goals at the municipal level. The relevance of the study is driven by the need to form a holistic view of the processes occurring at the municipal level and their role in achieving sustainable

development of territories. The research objective is to determine the essential characteristics of municipal activity taking into account stakeholder interactions. A comparative analysis of the approaches to interpreting municipal activity allowed us to identify a number of features: the composition of actors, the nature of interactions, and the areas of implementation. The scientific novelty of the study lies in clarifying the substantive scope of municipal activity as a system of interaction among stakeholders seeking to pursue their interests in various fields, which is the object of sustainable development management. The practical significance of this study is that the proposed approach can be used in formation of systems for monitoring and evaluating sustainable development, as well as in making management decisions at the municipal level.
