CENTRALIZED MODEL LIBRARY NETWORK IN THE SYSTEM OF SOLUTIONS FOR NATIONAL GOALS

The article analyzes the social tasks of a modern model library network. The reasoning is based on our assessements of the transformation of public strategies that determined the dynamics of social institutions. We focus on the examples of including a model library system in social practices: working out of an agenda for the development of culture as a basis for national security, increasing the manageability of work with various categories of citizens, additional resources for solving current administrative tasks in the region, development of rural areas through the improvement of human potential in cooperation with cultural institutions, increasing the tourist attractiveness of regions, working out a concept for the development of museums in a broad partnership, an integrated model of formal and informal education in network interaction with cultural institutions. We have substantiated the significant potential of a model library network in creating and developing conditions for increasing the index of population commitment to the territory of residence.
