Стратегическое планирование в образовательной организации: философско-деонтологический аспект (на примере программы развития)

The article discusses the key deontological requirements for the quality of a Development Program for Educational Organization (DPEO) taken into account its design, self-assessment, and expert evaluation. We have analyzed the theoretical approaches to identify universal requirements applicable to educational institutions of various levels, ranging from schools to universities. It is proposed to classify these requirements into five distinct clusters: foundations and goal setting (strategic framework), compliance and realism (practical feasibility), efficiency and consistency (implementation quality), communication and design (external attributes of quality), manageability and control (ability to achieve goals). Particular attention is paid to such requirements as relevance, predictability, innovativeness, realism, resource availability, efficacy, consistency, openness, uniqueness, and presentation culture. The article argues that comprehensive compliance with all these requirements guarantees positive changes within an educational organization. We have concluded that there is a need for a systematic approach to DPEO design and suggested using the proposed systematization as a universal checklist.
