The article describes the process of formation in the Russian Empire in the second half of the XIX as the administrative and territorial structure of the state. The management struc-ture is presented, the main administrative features are described – parietal converge, parish master with parish control, parish peasant court. A special place in the article is the analy-sis of the parish management in the Transbaikal region with the example of the Bryansk parish. On the basis of a wide range of archival material, Bryanskaya Volost was exam-ined. In 1884 it emerged as a separate administrative unit and became the basis of interac-tion of the regional administration and the peasant peace in Transbaikal. The material ana-lysed the issues of socio-economic development and the central administration of the Territory within the regional regional regional structure. It is shown how the government has managed to create on the territory of Transbaikal a «movable» bureaucracy of authori-ty and to include peasantry in the general kanva of the trans-Baikal administration.
