The article covers the historical background of one of the capitals of Inner Asia — Hoh-hot. We consider the preconditions of formation the sedentary settlement Dabanshen 大板升城 on the territory of modern Inner Mongolia, and present the stages of establish-ment of IMAR modern capital based on the analysis of some facts from the history of In-ner Mongolia.
