The article is considered the basic mechanisms and features a new electoral system
proposed by the Soviet government, on an example of the Verhneudinsk on the basis of
the analysis of the law on elections in the local, rural, rural municipality, city and County
controls Far Eastern Republic of June 3, 1920. Analysis of the law on election
complement Materials State Archives of the Republic of Buryatia (SARB) dedicated to
learning the period. When working with the fund «F.R.-15. - urban people's revolutionary
committee of the Verhneudinsk» there is an opportunity to recreate the most complete
picture of electoral process required for the formation of new high-quality machine urban
authority.
