Annotation:
The article discusses the draft federal law "On the General Principles of Organizing Local Self-Government in a Unified System of Public Authority" of 2021. It was adopted by the State Duma of the Russian Federation in the first reading, but by reason of the complexity and relevance of this issue, the term for submitting amendments has been extended until May 20, 2022. The article reflects the aspects of territorial organization of local self-government in the light of the upcoming reform, distinguishes the types of municipalities (urban district, municipal district, intra-city territory of a city with federal status). We have come to the conclusion that the conceptual approach to the initiation of municipal reform at this stage is the state theory of local self-government, which, on the one hand, allows effectively resolving problems, and, on the other hand, can lead to the removal of power from residents of municipalities, especially in remote settlements. Taking into account the large territory and low population density in the Republic of Buryatia, it is necessary to analyze the experience of other regions and develop our own model of territorial organization of local self-government.
