ON THE METHODS OF MANAGING THE CONTRACT SYSTEM IN THE SPHERE OF PURCHASING GOODS, WORKS, AND SERVICES

The article studies the contract system in the field of state and municipal procurement from the standpoint of applying management methods, and presents an analysis of ten basic management methods with a complete description of their tools and implementation mechanisms in the sphere of procurement. We have come to the conclusion that individual management methods, such as organizational regulation, organizational planning, organizational control, project management, delegation of authority and distribution of responsibility, are fully implemented, and other methods like rationing, selection and work with personnel, organizational management, organizational analysis, organizational briefing are not fully implemented and require balancing by amending the current legislation.
