Annotation:
The article analyzes the state of planning and forecasting processes at enterprises of the Russian oil and gas complex in order to determine the possibilities for transforming managerial potential into competitive advantages. The existing system of strategic planning of the oil and gas complex is characterized by a large number of documents developed at various levels of management and approved with a significant time lag, and this does not fully meet the needs of the sector, which operates in a constantly changing external econom- ic environment. Increasing the efficiency of strategic planning and forecasting processes will make it possible to realize the managerial potential of the oil and gas industry. Based on the methods of comparison, correlation, generalization and systematization, we have deve- loped recommendations for improving the efficiency of planning processes. To realize the managerial potential at the level of individual oil and gas enterprises, it is advisable to intro- duce operational planning tools, as well as modern forecasting tools for making informed management decisions. At the industry level, it is advisable to coordinate tactical planning processes in order to create the necessary conditions for the development of oil and gas companies. At the levels of energy production and socio-economic system, it is advisable to coordinate the results of the strategic planning of the oil and gas industry.
