The article studies the possibilities of using the tools of reference strategies and strategic alternatives for the formation of scenario for forecasting variations of a develop- ment strategy. Based on an analysis of the most recognized typologies of strategies and stra- tegic alternatives, we substantiate the choice of one of them as universal for most regions and municipalities and providing enough information to model future variations.
