Transitive economy — it is the property of the economy, which is influenced by both objective and subjective factors, and it must aim at improving the efficiency and stability of the national economic system as a whole. Manifestations of transitive Russian economy, of course, expressed in particular its forms, which can not but affect the development of measures of state regulation of economic processes in general and regional development programs. Factor transitive national economic system — a necessary condition for the successful adaptation of the Russian economy to international economic conditions.
