Economic growth is determined by the level of education and rate of return to education. Research in this area are directed only to the impact of inter-regional, mezhstranogo level, which implies that no effective change in the situation in education. The article deals with higher education in the Republic of Buryatia. The analysis of the effectiveness of higher education institutions, taking into account factors influence the competitive environment.
