The article deals with regional aspects of cluster policy-making in the Russian Federation, reveals the urgency of implementing cluster initiatives in various sectors of the economy. We have studied the regulatory legal acts and regional experience of industrial clusters formation and development. It is established that there are 137 industrial clusters in the Russian Federation in various lines of industry. Based on the study of strategic documents of the Republic of Buryatia, we have identified promising territorial industrial clusters. The article considers the example of a cluster of high-tech engineering and professional equipment in the Republic of Buryatia. We have proposed a model of industrial cluster based on the graph of functional dependence of industrial enterprises, which are in production cooperation with one another, and service organi- zations; as well as socio-economic indicators characterizing the industrial cluster, within the scope of which the indicators of innovative industrial cluster have been de- veloped.
