APPLICATION OF THE MODEL OF DISABLED PEOPLE’S EMPLOYMENT AS A TOOL FOR SUSTAINABLE DEVELOPMENT OF THE INDUSTRY-ORIENTED REGIONS OF RUSSIA

The study attempts to describe the use of new tools for sustainable development of the terri- tory from the perspective of non-standard approaches to human resources management in the region. We have carried out a general analysis of functioning of the model of disabled people’s employment and their integration into industrial enterprises as full-fledged person- nel. The experience of Serpukhov region of Moscow Oblast is considered as an example of the development of these tools. It is proved that in order to increase the pace of development of the territory it is necessary to stop the practice of abandoning a part of labor potential, as well as to form new approaches to the development of region as a place of life and labor ac- tivity of previously economically inactive citizens.
