The article gives a socio-philosophical analysis of the process of "xiaokang" society development, initiated by Deng Xiaoping, a mastermind of Chinese reforms. We study the trend of constructing a moderately prosperous society in the modern period to reach the level of xiaokang and move on to the next stage for exceeding xiaokang in the com- ing years. The interrelation between the concept of "all-round construction of a moder- ately prosperous society" (xiaokang society) and the theory of building Chinese social- ism with the concept of "balanced construction of a harmonious society", the idea of a "people—foundation" is emphasized.
