Annotation:
The article analyzes the personnel composition of primary school in Eastern Siberia of the period, its noticeable lag in providing schools in comparison with European Russia. It was noted that at the end of the study period the situation with the personnel structure was gradually improving, but this process was still far from over.

It is revealed that, despite all the difficulties that pursued primary school teachers of both secular and especially spiritual departments, they in the overwhelming majority took their functional duties honestly, diligently, giving much effort and attention to their pupils, achieving success in their studies and upbringing.
The article describes rather thoroughly the material situation of the people's teachers, which differed greatly in different types of primary educational institutions. It is noted that the teachers of higher type elementary schools were in the most favorable position for salary, the grammar school teachers and were in the most difficult material conditions.
