The article proposes to consider applying Michael Cole's theory of artifacts as a methodological tool to describe modern problems of functioning of regional languages in Russia. The theory allows to study the object systematically in the sum of all components, which means that it offers a interdisciplinary research strategy. A new methodology, combining psychological and cultural ideas, the theory of the evolution of a sign, and neurophysiological factors of natural semiosis, could provide an opportunity to describe a regional language as a semiosphere — a multidisciplinary research field. If all the components of the three parts of the theory are relevantly described, researchers will be able to develop on their basis a system program for the language policy for the region, aiming at language revitalization.
