Annotation:
The article analyzes the essence of the concept of theocracy and its basic form in a specific socio-political reality. Based on the analysis the authors propose a concept of the essence of theocracy, and draws attention to some specific historical form of theocracy related to Tengrian religion and Buddhism in Central Asia.
The article concludes that the essence of theocracy is sacralized duality of the government, when its existence, functioning, on the one hand, manifested a decisive influence of religious forms of ideology (religious ideology), on the other hand a direct dominant part in the management of the state and society actors in varying degrees of formal religious organizations.
