The article is devoted to the most important period in the history of Ulan-Ude, associated
with the process of industrialization, and becoming it a powerful industrial center. The authors
analyze from their point of view several important aspects concerning the characteristic
of the citylocation, the development of its residential area and the formation of a new
socialist city, the formation of city government bodies during the changes in the legislative
framework, the city budget and the results of its development, note the contradictions in its
development course, associated with the beginning of repressive policy of the state.
