The main cultural campaign of the beginning of the XX century was the struggle for a
«new life», which included a wide range of areas: from instilling basic standards of sanitation
and hygiene to the education of a new person with appropriate moral norms and attitudes.
The beginnings of modernization transformations were inseparable from the city
life. Therefore, in the article on the example of Verkhneudinsk / Ulan-Ude the problem of
formation of a new Soviet culture in the urban environment in the 1920s-1930s is studied.
The basic mechanisms of construction of basic Communist values are considered, the role
of the state and the Komsomol in these processes is analyzed. It is concluded that during
this period there were quite serious changes in the way of life of citizens. At the same
time, the rural population that settled in the city was often not ready for a sharp change in
their traditional forms of activity and it was quite difficult to integrate into urban life. But
those who were able to adapt, became new citizens and could use the system of social elevators.
