Annotation:
The article proposes an approach that considers ethnogenesis and nation-building as two independent processes in which the logic of spontaneous self-organization is associated with the processes of state administration. We have analyzed the experience of the Soviet national policy among the peoples of the North. It is concluded that the factors of interethnic integration in the Eurasian socio-cultural space are the orientation towards traditional religious systems, the combination of ethnic and civil foundations of Soviet nation-building, political integration without cultural assimilation. The factor of disintegration was the negative experience of forced modernization, which gave rise to a special discursive style with a pronounced anti-Soviet orientation.
