Annotation:
Domestic legal literature has been brought up the issues of implementing legisla- tive ideas for a long time. In particular, Russian scientists have made an attempt to define the concept of a legislative idea, revealed some forms of implementation of legislative ideas. Based on the analysis of legal literature and regulations, we give a definition of "a legisla- tive idea", which is understood as a set of ideas and judgments, regarding the need to adopt a law, and revealing the subject, reasons, goals of the legislative regulation of public rela- tions, as well as the consequences of adopting the law. In particular, it is proposed to expand this definition by including proposals received during the public discussions of draft laws. We also have considered some issues on the history of regulating the implementation of leg- islative ideas by citizens of the Russian Federation. Based on the analysis of legislation, we have identified several forms of implementation of legislative ideas — a proposal as a type of citizen appeals, a legislative proposal and a popular legislative initiative. But, unfortu- nately, these consultative institutions of direct democracy are practically not connected with each other. In the article we have proposed to improve the mechanism for implementing leg- islative ideas by citizens, which can be continuous — from citizen appeals to the implemen- tation of the people's legislative initiative.
