ON THE PROBLEMS OF ESTABLISHING CONSTITUTIONAL COUNCILS IN FEDERAL SUBJECTS OF RUSSIA

The article describes the reasons for changing the judicial system of the Russian Federation, establishing constitutional councils affiliated with parliaments of the federal subjects of Russia. We have studied the experience of creating these constitutional review bodies both in the subjects of Russia and in foreign countries (in particular, the case of France). In addition, we have submitted a proposal on the functioning of constitutional (statutory) councils attached to the legislative bodies of the federal subjects of Russia, established instead of regional bodies of constitutional justice. It is concluded that the establishment of constitutional (statutory) councils of the subjects of the Russian Federation is necessary, but it should be provided only in the consistent and active interaction with federal authorities.
