ON THE DEVELOPMENT OF DEMOCRACY IN THE DIGITAL AGE

The article is devoted to the development of democracy in the conditions of infor- matization and digitalization. We have analyzed the influence of digitalization processes on the functioning of imperative and advisory institutions of direct democracy in the Russian Federation and a number of foreign countries. The article presents an assessment of prospects for improving traditional forms of democracy with the use of information technologies, as well as the development of new forms of citizens’ participation in administration of state affairs. We have come to the conclusion that it is necessary to further develop the regulatory framework for using digital technologies in social practice, including those related to will expression of the population. It is emphasized the ambiguous effect of using such technologies, associated with the dissemination of false information, manipulation of public opinion, complexity of identifying participants in democratic processes. We have considered the problems associated with the introduction of information and digital technologies in the field of interaction between the population and the authorities, put forward proposals for solving these problems. There is a need to further improve the information and technical competence of citizens in order to ensure a more effective use of digital technologies in the democratic process.
