PUBLIC AND AUTHORITATIVE CONTROL AS A UNITED FUNCTION OF STATE AUTHORITIES AND LOCAL SELF-GOVERNMENT BODIES

The article is devoted to public control as a united function of state authorities and local governments. We have considered the approaches to understanding public authority, taking into account the constitutional amendments adopted in 2020, and studied the ratio of state and municipal control within the framework of a united function of public authority — public and authoritative control. The article identifies the signs of public and authoritative control and gives its definition, touches upon the issues of the unity of public authority system, ensuring the independence of local self-government in the context of the constitutional reform of 2020. It is concluded that public authority is unified only in a functional context, since, by virtue of Article 12 of the Constitution of the Russian Federation, local self-government bodies are not included in the system of state authorities, which excludes the structural and organizational unity of state bodies and local self-government bodies. At the same time, the unity of the functions of public authorities creates the preconditions for the informal integration of local self-government into the vertical of state power.
