PARTICIPATION OF STATE AUTHORITIES IN THE ELECTION AND APPOINTMENT OF INDIVIDUAL OFFICIALS OF LOCAL SELF-GOVERNMENT BODIES

The article analyzes the current state of implementation of the amendment introduced in 2020 to the Constitution of the Russian Federation on the right of public authorities to participate in the formation of local governments and the appointment of individual officials of local governments in the context of a unified public authority. We have exemplified it by the rule-making and law enforcement practice in the Republic of Buryatia. It is concluded that the constitutional amendment considered in the article was introduced not for creating new norms, but more with the aim of formal fixing the procedure for the participation of public authorities in the formation of local governments that had already established at the time of adoption of amendments to the Constitution of the Russian Federation. The article analyzes the views existing in the municipal law science that critically assess the participation of public authorities in the procedure of the election and appointment of certain officials of local governments.
