CIRCULAR ECONOMY: MANAGERIAL, ANTI-CORRUPTION AND LEGALASPECTS

The state that takes care about future generations minimizes the anthropogenic load on the environment and creates conditions for the maximum involvement of secondary resources in the re-economic turnover. It is proved that every budget ruble invested in the circular economy creates many economic and social effects, reduces the costs of the state by 1 000 times. However, the transition to such an economy requires a comprehensive approach and a change in the paradigm of managerial thinking, which habitually relies on the dogmas of the linear (resource-based) economy. The problems of the transition to a circular economy are clearly visible on the example of the reform of solid municipal waste management, which started in 2019. Instead of a twofold reduction in the number of landfills, the state will receive a multiple increase in burial facilities by 2030, and in another 30 years it will incur fabulous costs for measures to reclaim these landfills and eliminate environmental damage. It is necessary to adjust the activities of managers, make anti-corruption efforts, and adopt the federal law on the circular economy.
