TO THE ISSUE OF PROBLEMS OF LEGAL REGULATION OF THE ORGANIZATION OF EXECUTIVE POWER IN THE SUBJECTS OF THE RUSSIAN FEDERATION

The article is devoted to the analysis of federal legislation affecting the construction of the outer shell for the implementation of executive power in the constituent entities of the Russian Federation; various models of the organization of such power and its possible influence on the functioning of the control system are considered. Problems of ambiguity of approaches in determining the status of the highest official of a constituent entity of the Russian Federation in constitutions (charters) of constituent entities of the Russian Fed- eration are considered, aspects of the incomplete regulation of certain key positions that are important for building an executive power system are covered, and ways to solve these problems are proposed. In addition, theses were put forward on the paramount points that would allow to realize the constitutional principle of the unity of the executive power sys- tem in the Russian Federation within the jurisdiction of the Russian Federation and the powers of the Russian Federation on matters jointly administered by the Russian Federa- tion and the constituent entities of the Russian Federation.
