In the article modern conceptions of expanding public participation in managing re- gional systems of general education are considered. We give the examples of transition a state from monopoly to civil society in the Western countries. Present state of work on this problem is analyzed; the attention is focused on scientific publications, which reveal the expansion of public participation in managing education.
The article reveals the conceptions of expanding state-public management of educa- tion through the prism of economic benefits and economic effects, project manage- ment, state-public management, network interaction. The study led to the conclusion that state-public management of education is based on different conceptions, including socially active education, market (economic-oriented) and network (partner) control mechanisms.
