Annotation:
The fluctuation mechanism of cross-polarization reflection excitation in absorbing inhomo- geneous media is proposed. The average intensity of the refracted field and the average in- tensity of thermal radiation become equal. It is shown that the cross polarization inverse re- flection occurs as a result of the scattering (reflection) of fluctuations in thermal fluctua- tions. The effect of formation of a near-surface layer in which both coherent and incoherent back reflection is noted.
