FOREIGN MIGRATION AS A SOURCE OF LABOR FORCE IN BAIKAL REGION

Modern domestic scientific literature put too little emphasis on the quantitative and qualita- tive parameters of labor immigration, as well as on the assessment of the need for labor of foreign specialists. The article justifies the necessity of additional labor force for the Baikal region, identifies the reasons for reduction in number of labor immigrants. Also it is sub- stantiated the low degree of pressure of foreign labor on the regional labor market. In the ar- ticle, we have considered the economic inexpediency of a sharp decline in foreign labor in the Baikal region, identified and analyzed the problems of quota and patent system for issu- ing labor permits. It is noted that both in the investigated region and in the country as a whole there has been a decrease in the economic effects of foreign labor.
