ANALYSIS OF SOCIO-ECONOMIC STATUS OF THE MUNICIPALITY: A BUDGET AND INDICATIVE APPROACH

The article deals with the technical and economic parameters of the social infra- structure facilities of Rogovsky rural settlement, identifies priority areas for the develop- ment of this municipality, and analyzes the realism of the plans and indicators developed by the administration of the settlement. Based on the analysis of the demographic situation in the settlement and an assessment of the indicative plans of the municipality, we have come to the conclusion that the planning strategy does not take into account the national economic specialization of the rural settlement. The analysis of the budget policy indicates an irrational policy of spending budget funds, since the analyzed settlement is characterized by a weak industrial policy due to its infra- structure. Therefore, the growth of indicators associated with industrial production should be planned less ambitiously, since they cannot be implemented in the volume that local authori- ties set.
