The article reviews the approaches that aimed at achieving the highest efficiency of state regulation of innovation activity. The success of their implementation is determined by the strategic interests of innovation economy development and implementation of the trends, goals and objectives that provide regulation. To get an accurate model of the results of state regulation of innovation activity in economic and social systems the emphasis of economic development in the structure of state programs are shifted to the meso-level. We substantiate the necessity of further development of integration processes in the innovative environment, which allow providing stratification approach, and also comprehensively dealing with the problems of state regulation of innovative activity in social and economic systems. Recognition of the active role of a state is the basic methodological factor for state regulation of innovation activity.
State regulation will result in the integration process of renovation and practical implementation of the potential of innovation infrastructures with their simultaneous scientific, technical and organizational transformation.
