Annotation:
The available experience of realization of the Russian state program "Global education" is considered. For what conditions and mechanisms of development of system of higher educa- tion in Russia, and also industrially developed countries were originally detailed. Already on this basis the Russian program "Global Education" supporting training of Russians abroad was considered.
