PHILOSOPHICAL AND IDEOLOGICAL COMPETENCES OF CADETS THE HIGH SCHOOL OF THE MINISTRY OF INTERMAL AFFAIRS

The article provides a detailed analysis of philosophical and ideological competences, en- shrined in the Federal State Standard of Higher Education for the specialty «Legal Support of National Security» (level of specialist programme). These competencies form the basis of common cultural competence of modern law enforcement officers. The author pays special attention to the most problematic issues of the formation of these competencies: the worldview problem, the aspects of building a lawful state and the creation of a civil society, the importance of the formation of global thinking and world outlook at the present stage of development of the Russian state. In the course of the presentation of the material, it is pro- posed to apply the complementarity principle and theory of self-actualization to solve some of the indicated problems. The necessity of a creative approach to the implementation of the Federal State Standards in the process of training cadets of the high school of the Ministry of Internal Affairs of Russia is substantiated.
