Annotation:
The effective implementation of legislation and the achievement of the
goals set by the legislation on civil service largely depends on the quality of public administration. It is divided into two global components: the quality of legal regulation
itself, and the quality of law enforcement.
The creation of the institute of the state civil service in the Russian Federation is
inextricably intertwined with the history of the development of the Russian state. The
transformations of this institution affect the interests of the state and society as a whole,
civil servants, their family members, since it was civil servants in all periods of history
who were responsible for the implementation of the course of the country's leadership.
