Annotation:
The article analyzes the various positions of researchers on the role of higher education. Some believe that graduate school will give way to other forms of education (online com- munities, corporate training, distance education), others suggest that high school will remain the Central institution of knowledge. Currently, higher education is in a transitional state due to a change in paradigm of education. One of the crisis manifestations of the higher school due to low quality education and the stagnation of higher education. In the circumstances it is expedient in the control of the quality of education at the University put the value- motivational approach. The diagnostic test results of freshmen allowed to assess students as subjects of educational and professional activities, to determine their willingness to continue learning and to organize corrective activities to fill the gaps of school education.
