Annotation:
The successful functioning of any government body directly depends on the pro- fessional activities of employees doing the public service. In turn, the successful professional activity of civil servants depends on their legal status in the public service system. The execution of public service involves the entry of a public serv- ant into a certain kind of legal relationship. The nature of the resulting legal rela- tions and determines the content of its legal status.
